Legislative Update: Special Session happening TODAY

  

The Minnesota Legislature will hold a one-day Special Session today, Monday, June 9th, to finalize the state budget. The agreement, signed by all four caucus leaders, states that the legislature will convene at 10:00 on Monday, June 9th, and must adjourn by 7:00 a.m. on Tuesday, June 10th.

The Human Services bill was finalized by Working Group members last week. ARRM will have a complete analysis of the provisions in the bill available to members in the coming weeks, along with an analysis of what the changes to the DWRS will mean for rate adjustments in 2026.

Below is a quick summary of what is and is not included in the agreement.

What IS NOT included in the agreement:

  • Removal of the absence and utilization factor for CRS, FRS, and ICS services
  • 351-day cap on billable days for residential services
  • 2% County Share for provider-controlled residential services
  • 33% County Share for rate exceptions

What IS included in the agreement:

  • ARRM’s Out of Home Respite for children proposal
  • Establishing Night Supervision as two separate rates for awake and asleep staff
  • Changing the every two-year inflationary adjustment to CPI-U data and capping the adjustment at 8%.
  • Capping IHST to 6 hours daily and 3 hours consecutively
  • Restricting what can be requested through a rate exception and establishing new documentation requirements for providers for rate exception renewals
  • Establishing a Long-Term Services and Services Taskforce, tasked with finding approximately $150 million in savings
  • Increasing Family Residential Services rate tiers by approximately 25%
  • Changing provider requirements for Housing Stabilization Services
  • 245A provider licensing fee increases
