Minnesota Revalidate 2026 – Update for the Weeks of June 8 and June 15

Last week was a quieter week for ARRM in terms of headlines and uproar, but the aftermath of Minnesota Revalidate 2026 is still very much at the forefront of our work. We wanted to share an update on where things stand as of now, because while it’s certainly been quieter, we know from your continued emails and messages that this is far from over.

Last Week

By Monday, June 8, we had begun to hear from providers that their ability to bill Medicaid was reinstated. DHS formally announced on June 10 that they had lifted payment suspensions on providers who had appealed their revalidation-related terminations. While ARRM felt this was a positive step to ensuring continuity of care for people with disabilities, we remain concerned about the continued implementation of the appeals process as well as the long-term impact of Minnesota Revalidate 2026 on providers, people with disabilities, and families. 

This Week

DHS reported during its June 18 MHCP Roundtable call that 2,505 appeals had been submitted as of June 15, with 194 appeals complete. An additional 767 providers had not yet appealed their disenrollment. DHS indicated that it would reach out to those providers to determine whether they planned to appeal, and, if not, would begin continuity of care communications with lead agencies. ARRM encourages members to file any outstanding appeals as soon as possible to ensure that their disenrollment is not communicated to lead agencies. ARRM has provided a members-only resource to use when filing an appeal.

ARRM also conducted an informal member survey about their appeal status and the responses they received from DHS. All 27 members who responded have filed appeals. Twenty-two of the 27 (81.5%) received confirmation that their appeal was received, and only one responding provider (3.7%) who filed its appeal by June 9 is still unable to bill Medicaid. While we can’t say for certain whether this small sample is representative of the entire pool of providers navigating this process, we have heard various reports from providers about issues with communications coming from DHS. Consistent, clear communication from DHS remains a point we make when we advocate for providers.  

Ongoing Concerns

We have heard from many ARRM members that a particular pain point is getting ahold of a person at DHS to answer questions about the revalidation process or address technology issues. As before, DHS continues to direct providers to its weekly MHCP roundtables (providers can email mhcp.roundtables.dhs@state.mn.us to be added to the calendar invite for these calls) and instruct them to email revalidation.inquiries.dhs@state.mn.us or provider.enrollment.appeals.dhs@state.mn.us with questions.

ARRM announced a few weeks ago that the Executive Committee had authorized an amicus brief. That is still in the works, and while we do not have a substantial update, work continues to happen behind the scenes on this front. We will keep members apprised when we do have something to share, but we wanted to at least acknowledge it here. 

We hope that the ongoing conversations in both ARRM’s Open Forum and our email inboxes has been helpful to members trying to navigate the process. It’s helped keep us informed of how the process is progressing and continue to advocate for our members.
