City of St. Paul passes $15 minimum wage

  

On Wednesday, November 14th, Mayor Melvin Carter signed Ordinance 18-54, putting into place a $15 minimum wage for the City of St. Paul by July, 2024 for large businesses and July, 2026 for small business.

Here are some key details to know:

Employment in St. Paul: An employee qualifies for the St. Paul minimum wage if they perform at least two hours of work in geographic boundaries of the city over the course of one week.

Key Definitions:

  • Large Business: An employer that employs more than 100 employees
  • Small Business: An employer that employs 100 employees or fewer
  • Micro Business: An employer that employs fewer than 5 employees

Timeline for Implementation 

Large Business

  • On July 1, 2020, the hourly wage shall be eleven dollars and fifty cents ($11.50).
  • On July 1, 2021, the hourly wage shall be twelve dollars and fifty cents ($12.50).
  • On July 1, 2022, the hourly wage shall be thirteen dollars and fifty cents ($13.50).
  • On July 1, 2023, the hourly wage shall be fifteen dollars ($15.00).
  • Beginning on July 1, 2024, the City Minimum Wage rate that applies to the City of Saint Paul shall apply to large businesses.

Small Business

  • On July 1, 2020, the hourly wage shall be ten dollars ($10.00).(2) On July 1, 2021, the hourly wage shall be eleven dollars ($11.00).(3) On July 1, 2022, the hourly wage shall be twelve dollars ($12.00).
  • On July 1, 2023, the hourly wage shall be thirteen dollars ($13.00).
  • On July 1, 2024, the hourly wage shall be fourteen dollars ($14.00)
  • On July 1, 2025, the hourly wage shall be fifteen dollars ($15.00).
  • On July 1, 2026, the City Minimum Wage that applies to the City of Saint Paul shall apply to small businesses.

Micro Business

  • On July 1, 2020, the hourly wage shall be nine dollars and twenty-five cents ($9.25).
  • On July 1, 2021, the hourly wage shall be ten dollars ($10.00).
  • On July 1, 2022, the hourly wage shall be ten dollars and seventy-five cents ($10.75).
  • On July 1, 2023, the hourly wage shall be eleven dollars and fifty cents ($11.50).
  • On July 1, 2024, the hourly wage shall be twelve dollars and twenty-five cents ($12.25).
  • On July 1, 2025, the hourly wage shall be thirteen dollars and twenty-five cents ($13.25).
  • On July 1, 2026, the hourly wage shall be fourteen dollars and twenty-five cents ($14.25).
  • On July 1, 2027, the hourly wage shall be fifteen dollars ($15.00).
  • On July 1, 2028, the City Minimum Wage that applies to the City of Saint Paul shall apply to micro businesses.

Exempt employees:

The ordinance did exempt employers from paying the new minimum wage to the follow categories of individuals:

  • Employees classified as extended employment program workers
  • Persons with disabilities receiving home and community-based services
  • Independent contractors
