The Minnesota Department of Human Services has published updated 2018 banding information on its website as of Friday, February 9.
In 2018 the banding is 0.5%. Legislation was passed in 2016 to band at 0.5% in 2017, but it needed CMS approval. That approval from CMS did not come early enough to implement in 2017, so DHS banded at 1% in 2017 and moved the 0.5% banding to 2018.
