This year's Spring Forum takes a look at several of the major regulatory changes either recently arrived or waiting on the horizon to impact Minnesota businesses. From local government ordinances to federal policy changes, the landscape continues to present a hazy future for organizations. While some of these changes may present challenges, they can also provide opportunities if approached from an advantageous direction.



  • Provider Enrollment, Danielle Bean (Department of Human Services): A presentation on the latest updates to the new provider enrollment process and portal, set to go live later this year.
  • Local Ordinances on Minimum Wage & Sick Leave, Abigail Cerra (City of Minneapolis): The City of Minneapolis has passed new minimum wage and sick leave requirements for employers and other cities are and will be considering the same. This session reviews how local governments are crafting policy around new benefits requirements and how they expect to implement them.


  • DWRS Updates and Outlook, Barb Turner (ARRM) & Don Priebe (Homeward Bound): Minnesota's rate setting system continues to undergo updates, particularly related to the individual frameworks used to make-up the overall service rate. This presentation reviews the latest updates from DHS and possible changes from the 2018 Legislative Session.
  • Legislative Update, ARRM Government Relations Team: With more than a month of the 2018 Legislative Session completed, the ARRM Government Relations Team reviews the politics and policies in play and the outlook for HCBS providers.
  • Electronic Visit Verification, Sarah Schultz (Department of Human Services): New rules at the federal level will bring requirements for the implementation of Electronic Visit Verification to many direct care services, possibly including HCBS. Get the latest updates on what the landscape on this issue is looking like in Minnesota and what organizations need to know.
  • Moratorium Exceptions Update, Jill Slaikeu (Department of Human Services): Moratorium exceptions continue to be one of the hottest topics for HCBS providers, with questions regularly arising between providers, counties and DHS. Jill Slaikeu returns to the Business & Finance Forum to provide the latest updates on process, timing, and what providers can expect in coming months.
  • ICF Rates Update, Barb Turner (ARRM): ARRM's Barb Turner provides an update on follow up to a meeting between ARRM members and DHS staff launching the formation of a Task Force charged with working on ICF rates and other issues for possible 2019 legislation.
