About our 2008 CFO Meeting Presenters
Pamela J. Parker, MPA, Manager, DHS Special Needs Purchasing
Pamela J. Parker is manager of Special Needs Purchasing, within the Health Care Administration Purchasing and Service Delivery Division in the Minnesota Department of Human Services. She directs the Minnesota Senior Health Options, Minnesota Disability Health Options and the Special Needs Basic Care Programs including responsibility for contracting with 17 Medicare Special Needs Plans for dually eligible enrollees. MSHO/MnDHO programs provide integrated primary, acute and long term care Medicaid and Medicare services to about 35,500 elderly and people with disabilities through specialized managed care delivery systems. SNBC started January 2008 and provides primary and acute care for people with disabilities in 83 counties. She also manages Minnesota Senior Care and Minnesota Senior Care Plus, for seniors required to enroll in Medicaid managed care, as well as other managed long term care initiatives within the department.
Previously she served as the State’s first long term care ombudsman and as State Director of Long Term Care. She has 35 years of experience in health care financing, Medicare and Medicaid managed care including Medicare Advantage Special Needs Plans and Part D, and long-term care policy as well as a long history of consumer advocacy at the state and national levels. She serves as a member of the CMS/NASMD Chronic Care Technical Advisory Group, and is Vice Chair of the Chronic Care Committee of the National Academy for State Health Policy. Pamela has a Masters of Public Administration degree from Harvard's Kennedy School of Government and was a 1982 Bush Leadership Fellowship Recipient. In 1988 she received the Governor’s Public Service Award for Excellence. In 1999 she was named the Dutch Kastenbaum Outstanding Gerontologist of the Year by the Minnesota Gerontological Society.
Samuel D. Orbovich, J.D., Orbovich & Gartner Chartered
Sam has practiced law since 1978. He practices primarily in the area of health care law, with emphasis in legal issues facing Medicaid & Medicare providers, including senior and waivered service providers, ICFs/MR, nurses and other licensed health professionals. In addition to providing general counsel advice to his clients on a daily basis, Sam also handles litigation before state and federal civil trial and appellate courts, and before federal and state administrative agencies and boards.
His areas of practice include anti-fraud compliance and litigating fraud issues in Court. He has successfully defended providers in billing practice collections launched by DHS’s SIRS division, in federal civil money penalty claims for allegedly false physician billings, in civil suits brought by the State seeking treble damages for alleged Medicaid fraud, and has consulted with criminal defense lawyers representing clients charged with Medicaid fraud. In addition to helping his clients comply with federal anti-kickback laws, he recently won a treble damage RICO arbitration award over $300,000 for a nursing home that had been defrauded by a temporary employment pool service.
Connie Menne, State Director, REM Minnesota, Inc.
Connie has worked for individuals with disabilities for over 20 years, currently serving as State Director for REM Minnesota. She oversees services in several geographic regions of the state touching the east metro, south central and the northwestern corner of the state. Connie obtained her MBA from the University of St. Thomas and has served on various committees and roles within ARRM including Secretary, Vice President and President.
Carol Lee, Executive Director, Harry Meyering Center
Carol Lee has served as the Executive Director of the Harry Meyering Center for the past 33 years. Prior to that she held the positions of Program Director of HMC, Title I Coordinator at MVSAC, St. Peter and a teacher of children with disabilities in Faribault.
SandraLee Henry, Senior Director, Dungarvin Minnesota, Inc.
Sandy has spent her entire career in service to people with disabilities. For over thirty years she has worked with residential services in Minnesota and other states including ICF/MR, Waivered Services (DD, CAC, TBI, CADI), CDCS, In-Home, SILS and unlicensed services. Sandy has been involved with ARRM for most of her years in the field. A long-time member and former chair of the Financial Resources Committee, she has played a role in many of the significant funding issues and changes ARRM has tackled over the years. She has acted as a mentor and resource to several other providers, and is a former ARRM board member.
Don Priebe, CEO, Homeward Bound
Don is the Chief Executive Officer of Homeward Bound, Inc. He has a Master’s Degree in Public Administration from Hamline University. Prior to coming to Homeward Bound in 2001, Don had his own consulting business and had worked with Cooperating Community Programs from 1983 – 1999. Don is a member of ARRM’s Board of Directors, and currently serves on the Executive Committee as Vice President.
David Doth, Vice President Minnesota Operations, REM Minnesota, Inc.
David has been involved in health and human services management for over twenty-five years holding positions in both government and the private sector including Commissioner of DHS, Deputy Commissioner of Finance, and Commissioner of Public Health for the City of Minneapolis. He has been the Director of Minnesota Operations for REM Minnesota since January 2005. Currently, David co-chairs ARRM’s Public Affairs Committee.
