1:00 – 2:15 Federal Compliance Requirements for Fraud, Waste, & Abuse
Sam Orbovich
Sam will present and answer questions about the new federal compliance requirements scheduled to go into effect January 1, 2007. These requirements pertain to entities that receive or make annual payments under the Medicaid State Plan of at least $5,000,000. This is part of the Deficit Reduction Act's new Medicaid Integrity Program, developed to increase the government's capacity to prevent, detect, and address fraud and abuse in the Medicaid program. Sam's presentation will include documents you can take with you and apply to your own organization's compliance effort. Drawing on his experience in defending and advising clients on anti-fraud matters, Sam will also explain how providers can be on the alert to spot fraud within their own organizations, or identify fraud committed by others, and will describe the differences among debatable, good faith program coverage issues, honest mistakes of fact and fraudulent misrepresentations.

2:30 – 4:00 National Provider Identifier & Minnesota Health Care Programs

Jessica will train Members on the National Provider Identifier (NPI). The NPI is the standard unique health identifier for health care that providers are to use in filing and processing health-care claims and other transactions. This identifier is mandated by the Federal Health Insurance Portability and Accountability Act of 1996. Learn how the NPI will change the way you submit claims to Minnesota Health Care Programs (MHCP), including how to determine the number of NPIs needed, exact classification for exclusion (atypical) and non-exclusion as it pertains to the various disability services, and how to manage/administer NPIs for each type of classification. Jessica will also discuss procuring NPIs, testing them, communicating to all of one's payers, and much more.
