Blueprint for Reform
ARRM's cost-saving plan to deliver the right disability services in the right setting at the right time.
Disability services in Minnesota are out of balance
- Changing demographics and the rising cost of medical care make Medicaid expenditure trends are unsustainable in light of declining revenue, at both the state and federal level.
- Over 6,500 Minnesotans with disabilities are on waiting lists or residing in non-community settings while enrollment opportunities are limited.
- Reductions in payment rates coupled with antiquated and duplicative regulations diminish the resources available to care for our most vulnerable citizens.
ARRM’s solution: We must reform and rebalance the system
The answer to managing the rising cost of disability services in Minnesota is to offer individuals and their families a robust and competitive marketplace of choices that meet their specific needs and are cost-effective.
We believe innovation occurs in the private sector; that’s been our history and it is our future, so we must take the lead in developing the blueprint for reform.
We will facilitate this marketplace of cost-effective choices by:
- identifying and overcoming barriers to innovation, flexibility and choice; and
- creating an action plan and road map with specific cost-saving proposals that facilitates innovation and real choices for Minnesotans with disabilities and their service providers.
